Which material is best for useful items?

PLA is fine for many indoor organizers and desk items. PETG is better when the part needs more toughness.

Which material is best for cosplay?

PLA is common for rigid costume details. PETG may be better for pieces that need more durability. Flexible pieces may need TPU.

Can every item be 3D printed?

No. Heat, load, sharp detail, food contact, outdoor exposure, and safety requirements can make a print a poor choice.
